How the WISE Rebate Works
The WISE program is run by OMPA (Oklahoma Municipal Power Authority) and administered through Kingfisher’s city utility (KPWA). It is not a tax credit. It is a check that comes back to you after the install is complete and inspected.
What the Process Looks Like
- Free estimate. I come out, measure the load, and tell you exactly what equipment qualifies and what your rebate will be before you decide anything.
- Free in-home energy audit. OMPA provides this at no cost to Kingfisher city utility customers. It must happen before the old equipment is removed. I schedule this as part of the job, not an afterthought.
- Install. I pull permits, install the system to code, and document everything the rebate application requires.
- Paperwork. I complete the contractor agreement, load calculations, and equipment documentation. You sign where needed.
- Post-inspection. OMPA or city staff inspects the installation. I know what they check for. I have never had a rebate denied on inspection.
- Rebate check. KPWA processes the rebate and the check comes to you. You have 90 days from installation to submit. Miss that window and the money is gone.

Who qualifies for the WISE rebate in Kingfisher?
Homeowners and building owners inside Kingfisher city limits who are served by the Kingfisher Public Works Authority (KPWA) as their electric utility. If your electric bill comes from KPWA, you are in the program area. If you are outside city limits on a rural co-op like Cimarron Electric or OEC, WISE does not apply to you, but other rebate programs may.
How much is the WISE rebate on a geothermal system?
The WISE program pays $800 per ton on new geothermal installations for Kingfisher city utility customers. On a typical 3-ton system, that is $2,400 back. On a 4-ton system, $3,200. The rebate goes directly to you as the building owner. I file all the required paperwork.
How long do I have to file after installation?
You have 90 days from the date of installation to submit your WISE rebate application. This is a hard deadline. Miss it and the rebate is gone. I track this date for every job I do and make sure the paperwork is submitted before the window closes.
Does the WISE rebate require a licensed contractor?
Yes. The program requires licensed installation, all permits pulled, and a post-inspection by city or OMPA staff. DIY installation or unlicensed work disqualifies the rebate entirely. I am a Master HVAC licensee and pull permits on every job.
What is the post-inspection and what do they check?
After installation, a city or OMPA inspector comes out to verify the system was installed correctly and matches the submitted paperwork. They check equipment model numbers, installation quality, electrical connections, and permit compliance. I have never had a rebate denied on post-inspection because I know what they are looking for before I start.
Can I get the WISE rebate on a mini-split or ductless system?
Yes. Qualifying ductless mini-splits that meet SEER2 17 or higher earn $150 per ton under the WISE program. A typical 1.5-ton single-zone mini-split would earn $225. I install Mitsubishi ductless systems as a Diamond Dealer, which qualify easily. I handle the rebate paperwork the same as any other WISE install.
Is a home energy audit required for the WISE rebate?
Yes. OMPA requires an in-home energy audit before the old equipment is removed. This is a hard requirement. If your old system is pulled before the audit takes place, the rebate is disqualified. The good news: OMPA provides this energy audit for free to Kingfisher city utility customers. I coordinate the audit scheduling as part of the job so this step never gets skipped.
Is the WISE rebate the same as a tax credit?
No. The WISE rebate is a cash payment from your electric utility through the OMPA program. It is separate from federal tax credits. Note that the federal Section 25C and 25D tax credits for HVAC equipment expired December 31, 2025, and are no longer available for 2026 installations. The WISE rebate is fully active and is your best available incentive for a qualifying install in Kingfisher right now.
