Starting January 1, 2023, every manufacturer had to test and label new residential equipment under this updated procedure. The idea behind the metric didn’t change, SEER2 is still Btu delivered divided by watt hours consumed, same formula SEER always used. What changed is the lab test itself, so identical equipment can produce a different number under the new test than the old one.

Here’s the part I want to be straight about. There’s no single, reliable percentage that converts an old SEER number into a SEER2 number or back. I’ve seen dealer blogs throw out a flat conversion factor, and I won’t repeat one here since I can’t back it up with a document that states it. Treat an old SEER number and a new SEER2 number as two different measurements.

The Regional Minimum That Applies In Oklahoma

In plain terms: a split-system AC installed anywhere in Oklahoma clears at least 14.3 SEER2 under 45,000 Btu/hr of certified cooling capacity, not nominal tonnage, or 13.8 SEER2 at 45,000 Btu/hr and up. A split-system heat pump clears the national floor, 14.3 SEER2 and 7.5 HSPF2.

Notice EER2 has no number in that table for us, that’s not an oversight, our region carries no EER2 requirement. Only the Southwest, Arizona, California, Nevada, and New Mexico, has an EER2 floor. A quote without an EER2 number hasn’t shorted you anything required here.

How To Compare Two Quotes That List Different Numbers

  1. Check that both quotes use SEER2, not one old SEER number and one new one. Routine since 2023, but worth a quick look.
  2. Ask what the number is certified on. A SEER2 rating belongs to a specific condenser paired with a specific indoor coil, not the outdoor unit alone. The same condenser carries a lower number with a mismatched coil, a higher one with the coil it was designed for. If two contractors quote the same outdoor unit but the numbers don’t match, ask each for the specific coil in the pairing, not just the brand on the condenser.
  3. For a heat pump, check HSPF2 too, not only SEER2. Oklahoma winters aren’t brutal, but heating performance matters just as much as the cooling number.
  4. Do the ratio math for a feel of the gap. Take our floor for a smaller AC, 14.3 SEER2, against 18 SEER2. Divide 14.3 by 18 and you get about 0.79, so the 18 SEER2 unit uses roughly 20 percent less electricity for the same cooling. Flip it, 18 divided by 14.3 is about 1.26, so the 14.3 SEER2 unit uses roughly 26 percent more. That’s a ratio of electricity for equal cooling, not a dollar figure, actual results depend on your load, ductwork, sizing, and run hours.
  5. Remember EER2 is a different test than SEER2, not a bigger or smaller version of it. A quote missing an EER2 number isn’t missing anything, it’s just a hot afternoon snapshot, not the whole cooling season.

Sizing Decides Whether You Ever See That Number

A SEER2 rating is a lab number, earned under lab conditions. What you get depends on whether the system is sized to your home’s real load, the ductwork can move the air it was designed to move, and the charge is set right at startup.
